KATLAS CAR governs who requested, who reviewed, who approved, for what purpose, under what consent, and with what attributable evidence — without storing private banking data on a ledger. It is not a banking core, payment processor, or document scanner.
Custody
Sensitive banking data — account numbers, transit, institution and holder details — remains off-ledger. Access is purpose-bound, need-to-know, and revocable.
Authority
Only the correct role can request, review, approve or change payment details. Authority is enforced per scenario at runtime.
Receipts
Every consent, review, approval, rejection and handoff produces a signed CAR receipt — attributable to actor, role, purpose and evidence hash.
